Introduction

As the Honourable Commissioner for Communications Technology & Digital Economy in Niger State. I believe that in today’s world, digital literacy isn’t a luxury — it’s a necessity. To ensure no one is left behind, I have launched the Free Digital Skills Training & Microsoft Certification Vouchers program for Nigerlites. This initiative is designed to equip our people — especially youth, women, and small business owners — with globally valued digital skills and certifications, at zero cost.


Why This Matters: My Vision & Rationale

Digital Inclusion as a Key to Economic Growth

Too many people in Niger State are eager to participate in the digital economy but lack the training, tools, or credentials. This creates a gap: the world is moving fast toward online work, cloud services, remote operations, and digital tools — and we need to ensure Nigerlites are part of that shift.

Value of Microsoft Certifications

Microsoft certifications are respected globally. Holding a Microsoft‐certified credential can open doors: in employment, in freelancing, in business credibility. I want citizens of Niger State to be able to compete, locally and globally, armed with skills that matter.

Supporting Youth, MSMEs & Communities

Youth unemployment, under-utilized talents, un-digitalised small businesses — these are all challenges we face. With training and credible certification, our people can access better job opportunities, improve business operations, or start digital-native ventures.


What the Program Offers

Here’s what I have made sure this scheme provides:

  1. Free Digital Skills Training
    • Courses ranging from basic digital literacy (computer, mobile, internet use) to intermediate and advanced modules (Microsoft 365, Azure fundamentals, Power BI, cybersecurity basics).
    • Practical hands-on sessions so that participants not only understand theory, but can apply skills.
  2. Microsoft Certification Vouchers
    • After completing the training and fulfilling eligibility criteria (e.g. passing mock exams, participating fully), Nigerlites will receive vouchers to attempt Microsoft certification exams without cost.
    • Certifications may include Microsoft Certified: Azure Fundamentals, Microsoft 365, Power BI, etc., depending on the selected tracks.
  3. Support & Prep
    • Preparatory classes and study materials for voucher-eligible participants.
    • Mock exams and mentorship so that success rates are high.
    • Where possible, peer support groups and local learning hubs to make learning more accessible, especially in rural communities.

How We Are Implementing It

In rolling out this program, these are the key steps and measures I have ensured are in place:

  • Registration & Outreach
    We are doing community sensitization via radio, social media, town halls; making sure information reaches those in remote or underserved wards. Registration is free and open to all Niger State residents (with special priority or encouragement for youth, women, and disadvantaged groups).
  • Selection & Eligibility
    Participants must complete digital skills training modules, attend preparatory sessions, and meet minimum thresholds in mock assessments to qualify for certification vouchers.
  • Digital & Physical Access
    Where internet connectivity or equipment is a barrier, we are partnering with local community centers or schools to provide access. Offline options or blended teaching are part of the plan so that geography does not become a barrier.
  • Quality Assurance
    We track attendance, assessment scores, and feedback. We monitor voucher use and certification pass rates. We ensure the trainers are certified, up to date, and using best practices.
  • Partnerships
    Collaborating with Microsoft, educational institutions, local ICT hubs, and NGOs to ensure content quality, support logistics, and possibly extend reach.

Challenges & My Commitment to Overcome Them

I know there are hurdles, and I make this commitment to tackle them:

  • Connectivity & Infrastructure Gaps — Some areas suffer from poor internet, unreliable power. We are mobilizing infrastructure partners, using offline / blended instruction, and exploring solar / battery backup where needed.
  • Lack of Awareness & Access — Many people don’t know about such programs or may distrust government initiatives. We will continue robust outreach, use community leaders to communicate, make processes transparent, and gather feedback to improve.
  • Financial or Personal Constraints — Even when training is free, travel, time, or opportunity cost can block participation. We aim to bring training closer to communities, allow flexible schedules, possibly support travel or stipends in certain cases.
  • Maintaining Quality & Relevance — The tech world evolves rapidly. I commit to continuously updating course content, ensuring trainers are certified, and aligning certifications to labour market demand to maximize relevance.

My Vision: What a Digitally Empowered Niger State Looks Like

When this program takes root, I envision a Niger State where:

  • A young person in a rural ward can confidently apply for digital roles or freelancing opportunities.
  • A small business owner uses Power BI dashboards or Microsoft tools to manage inventory, finances, or sales.
  • Women and other underrepresented groups have equal access to digital skills, certification, and opportunities.
  • Investors, employers, NGOs recognize Niger State for its pool of certified, capable, digitally literate citizens.
  • Digital training becomes part of lifelong learning — we sustain and scale this program, updating with AI, cloud, data skills in future cycles.
